You could perhaps trx's with a firewall rule unless it is their turn. Not sure if they would like it, but you could experiemnt.

Off the top of my head, I don't see why not. Worth a try.
 

So so long as only one rx is sending audio we will only hear one feed.

rx or tx? but not necessarily... (depends on how picky you get with "audio") is an open mic in a silent room sending audio or not sending audio? 

Ideally I would use an audio switch to switch between the various feeds
but we have no real way of setting this up now.

Well... You could write bash scripts to make and break jack connections...

We use Rivendell for automation and I could also see doing it with sound panel buttons that trigger macro carts that run bash scripts that make abd break jack connections...
We do have this but only one OB input currently. :-(
